Inclusion and SEND

Include, Inspire, Achieve

At Starbeck Primary Academy we aim to provide an inclusive, caring and supportive environment in which all pupils are valued equally and are given opportunities to develop to their potential. All children and young people are entitled to an education that enables them to make progress so that they achieve their best, become confident individuals living fulfilling lives, and make a successful transition into adulthood, whether into employment, further or higher education or training.

Children with SEND have a full school life at Starbeck Primary Academy, accessing a curriculum that is supported or adapted to their needs and accessing clubs both during the school day and after school.

‘Inclusion is a feeling. It is determined by perception and achieved by understanding. We are committed to and value each and every individual within the NSAT Community and beyond.’

This definition underpins our Inclusive intention for all.

Special educational needs and disability code of practice: 0 to 25 years – September 2014:

A child or young person has SEN if they have a learning difficulty or disability which calls for special educational provision to be made for him or her. A child of compulsory school age or a young person has a learning difficulty or disability if he or she:

  • has a significantly greater difficulty in learning than the majority of others of the same age, or
  • has a disability which prevents or hinders him or her from making use of facilities of a kind generally provided for others of the same age in mainstream schools or mainstream post-16 institutions

A child under compulsory school age has special educational needs if he or she is likely to fall within the definition above when they reach compulsory school age or would do so if special educational provision was not made for them (Section 20 Children and Families Act 2014).

For children of two or over, educational provision which is additional to, or otherwise different from the educational provision made generally for children of their age in schools maintained by the LA, other than special schools in the area. For children under two, educational provision of any kind.

  • Children with SEN should have their needs met
  • The SEN of children will normally be met in mainstream schools or settings
  • The views of the child should be taken into account
  • Parents have a vital role to play in supporting their child’s education
  • Children with SEN should be offered full access to a broad, balanced and relevant education including an appropriate curriculum for the Foundation Stage and the National Curriculum

All parents/carers are entitled to express a preference for the school in which they wish their child to be educated. It is essential that parents/carers complete a preference form in order to be allocated a school place. Normally pupils living within the school's catchment area will be offered places at Starbeck Community Primary School.

If applications exceed the number of available places the Local Education Authority will allocate places in accordance with the following order of priorities:

  • First, pupils with a Statement of Special Educational Needs naming the school concerned
  • Second, pupils considered by the Authority to have exceptional social or medical grounds for admission
  • Third, pupils living in the normal area of the school who express it as their first preference
  • Fourth, pupils living in the normal area of the school who expressed a preference for that school, but whose first preference for a school elsewhere has not been met, and placements at an alternative school would prejudice the provision of efficient education or the efficient use of resources
  • Fifth, pupils having a brother or a sister at the school at the beginning of the term in question
  • Sixth, to pupils with the nearest available walking route.
